USL is seeking a resident expert with a broad range of experience in the field of professional refereeing to work on a full-time basis and be responsible for the administration and development of professional refereeing in USL competitions. Position reports directly to Vice President of Competition.

Objectives:
  • Develop and improve the performance of referees in USL competitions
  • Ensure uniform interpretations and application of the Laws of the Game
  • Offer dynamic support and programs adapted to the needs of each referee
  • Improve the identification and training process of referees involved in USL competitions
  • Collaborate with PRO & USSF on the transition of USL referees to MLS & international competition

 
Duties:
  • Develop and implement programs, platforms and processes for the identification, selection, training and development of elite, professional referees for USL competitions
  • Organize courses, seminars and workshops for Referees, Referee Instructors and Referee Assessors 
  • Assist PRO and USSF referee committees
  • Implement decisions adopted by USL, PRO & USSF
  • Carry out all tasks related to the logistics and administrative of refereeing
  • Prepare and produce teaching materials in line with the Laws of the Game issues by the IFAB
  • Manage USL Referee Assessment platform and coordinate feedback with USL Vice President of Competition & USL Vice President of Operations
  • Provide feedback to USL Technical Staff members with USL Vice President of Competition upon request
  • Propose annual budget which will include provisions for grassroots, amateur and professional refereeing programs
  • Manage payments, hotel requests and reimbursements for referees in all USL competitions 
  • Develop criteria for the promotion and demotion of referees in collaborations with USL Vice President of Competition 
  • Oversee the appeals process and supplemental disciplinary process through the USL Independent Disciplinary Panel
