Description
World Central Kitchen (WCK) is seeking a contract Security Specialist in Jordan that will support our activation in Gaza and the supply chain from Egypt, Jordan and Israel. They will work closely with the approving authorities in Egypt and Israel to ensure the correct approvals are in place for the smooth and efficient transportation and access of humanitarian aid and equipment to support our operations in Gaza. They must be comfortable working in a conflict environment and dealing with military institutions. They will build relationships with IDF/CLA/COGAT to ensure all our facilities in the Gaza strip are deconflicted and that high-risk moves are approved in advance. They will build and maintain a local guard force in Gaza to protect our facilities, people and assets.
Duration: This is an alternating month on month off rotation contract term position with the opportunity for renewal, offering a unique chance to support WCK's responses.
Rates: Contract daily rates are based on experience and location; daily rates are included only when on rotation or activation. Travel and accommodation is covered by WCK when deployed.
Location(s): Gaza-based in Jordan, with frequent travel to active relief sites throughout the Middle East.
Key Responsibilities
Safety and Security
- Assists in the selection, contracts, training, and mentoring of the local Security team in Gaza.
- Oversees safety and security analysis, planning and management including the implementation and regular update of Safety and Security Policy and Procedures for the Gaza activation.
- Coordinates the incident reporting process and ensures follow up inquiries where appropriate.
- Leads crisis management response in the field in case of safety, security and health-related emergencies.
- Coordinates regional safety and security assessments and works with Relief and Global Security leadership to analyze safety and security risks and improve procedures.
- Provides regular safety and security analysis and information to the Activation Director and Global Security Leadership.
- Spearheads the application of WCK’s safety and security policies and procedures.
Safeguarding
- In collaboration with the HR Department, oversees the implementation and regular update of WCK’s Safeguarding Policy. ensuring that relevant projects have up-to-date compliance plans.
- Promotes safe programming concepts in WCK’s projects in Jordan, Egypt and Gaza by ensuring that safeguarding risk assessments are conducted.
- Spearheads capacity developments efforts, training, coaching on safeguarding matters.
- Leads the review of safeguarding incidents and concerns with program teams and consolidating lessons learned to improve program quality.
Internal Policies and Procedures
- Participates in cross-team initiatives to improve our safety and security, travel and risk management processes.
- Fields and responds to operations-related questions and ad hoc requests related to safety and security, safeguarding, travel, risk management, environmental performance.
- Develops and implements staff safety and security training and awareness-building activities including on Situational Awareness, HEAT, surveillance detection and mitigation, First Aid, and driver training.
- Develops, maintains, implements, and executes crisis management plans and incident management.
Risk Management
- Conducts preliminary, ongoing, periodic and event-initiated assessments of the safety and security of WCK’s activities in Gaza, and staff deployment.
Other Duties
- Develop and maintain a system of authorization for movements and clearance/deconfliction of WCK locations within Gaza.
- Conduct daily meetings with the security leads on the ground in Gaza.
- Attend Team lead meetings in the Jordan office in order to stay well informed of operations, operational requirements and issues.
- Develop and maintain a relationship with Israeli military and approving authorities including IDF, CLA and COGAT.
- Familiarize yourself with Humanitarian networks within Gaza and the region including but not limited to UN, OCHA, UNWRA, WFP, JCB etc., Where appropriate and practical try to join meetings in any of these groups.
- Attend virtually, daily meeting of the Joint Coordination Board.
- Provide support to the Local Security Manager on the ground in Gaza in any other area as required.
- Provide regular reports and updates to the Activation Director in Jordan and the Global Director of Security.
Requirements
- Ability to work in the Amman, Jordan, office and travel throughout the Middle East including Gaza and Israel
- Minimum of seven (7) years’ experience managing security operations for organizations with multiple offices outside of the United States
- Minimum of seven (7) years’ experience successfully supervising teams with diverse technical skills and responsibilities
- Minimum of seven years’ experience providing leadership in crisis response situations
- Minimum of five years of relevant experience outside of the US
- Significant experience developing, monitoring and evaluating security protocols
- Significant experience conducting threat analyses and risk evaluations
- Significant experience of working in the field in high risk and conflict environments
- Experience with multi-level electronic security systems
- Effective and professional communication skills that demonstrate tact and cultural sensitivity while ensuring security protocols are upheld
- Significant experience in the development and delivery of relevant training
- Schedule flexibility to work extended hours and to account for time zone differences
- Developed organizational, time management, and administrative skills
- Fluent in English required with Arabic proficiency preferred
