Job Function: The NCAA Senior Vice President of Strategic Governance and Member Standards is responsible for overseeing and actively managing the NCAA’s legislative, oversight, and eligibility processes, ensuring that the committees work collaboratively and on a timely basis, to produce legislation and policy direction for the Association, and that NCAA staff correctly interpret those policies and apply them appropriately. This newly established role will oversee the integration of policy development with membership oversight and eligibility services, ensuring that NCAA policies are informed by and responsive to the experiences and needs of our member institutions.
Job Responsibilities
- Assist the President and the relevant committees with developing and delivering on our annual goals & objectives, ensuring that the committees are working collaboratively and on a timely basis, and managing the process by which new members get assigned to committees as others reach their time and term limits.
- Actively manage the strategic direction of NCAA policy development and membership oversight and eligibility services, including establishment of committee performance metrics, supervision of staff and oversight of budgets.
- Oversee and lead the development, implementation, and communication of NCAA student athlete eligibility, divisional governance, policy and bylaw development, and oversight across all divisions.
- Supervise and foster close collaboration between the policy development and membership oversight and eligibility services teams, cultivating a culture of excellence, innovation, and responsiveness of over 200 staff members.
- Collaborate with leaders to streamline processes, reduce costs, and manage resources in line with the established budget.
- Establish feedback mechanisms that incorporate membership experiences into the policy and bylaw development and eligibility and oversight process.
- Drive continuous improvement with a focus on transparency, accessibility, and membership engagement across all departments.
- Serve as point person on select key policy initiatives and membership priorities.
- Oversee presidential outreach and education for newly named university and college chancellors and presidents & chancellors and presidents serving on governance leadership bodies.
- Lead the development of key policy and bylaw initiatives across three divisions and ensure that the committees and the staff at NCAA headquarters are aware of and in sync with the work being done by each.
- Serve as a strategic advisor to the President and engage as a member of the senior management team (SMT).
- Together with the policy and oversight staff, serve as one of the key contacts to the Board of Governors, Board of Directors and Presidents Councils.

Job Requirements
- Education Required Bachelor's degree required; Advanced degree preferred.
- At least ten years of professional experience in governance, policy, or student athlete services in intercollegiate athletics and/or higher education required.
- Deep understanding of NCAA governance and bylaws, Association structure, and member institutions required.
- Lean Six Sigma or other demonstrated ability to assess and streamline processes preferred.
- Advanced analytical skills, including the ability to process and synthesize information in multiple formats from various sources, then articulate sophisticated analysis to a variety of audiences.
- Strategic thinker with a track record of driving cross-functional collaboration and organizational change.
- Ability to create clarity and positive direction in an environment that includes a high degree of ambiguity.
- Ability to evaluate and build improvements around processes, controls and performance management protocols.
